The planning collective Urban Think Tank, founded by architects Alfredo Brillembourg and Hubert Klumpner in the Venezuelan capital Caracas in 1998, set out to investigate how the quality of urban life could be improved, how vacant properties could be avoided and affordable housing created – highly pertinent questions in view of the current discussion about housing refugees.
